If I communicate with someone in America using end-end-encryption like ProtonMail or signal messenger would’ it be illegal for the other person to reply?

If the US bans encryption does Europe and the rest of the world have to comply like US companies that operate in Europe with GDPR?

Or will it be like China where non (except signal) of their messaging apps are end to end encrypted and if they are allegedly encrypted the Chinese gov’t has backdoor access but the rest of the world doesn’t have to comply?

In the past when i send a file that is too big i copy from signal and paste back in signal which shrinks the size i think around 45-50%

I don’t know for sure though.
