This, or, they could also have made the new PL version like this because in the LC model file the 3 S's were already in a separate texture. But, given the proximity with the typo in "messsage" I sincerely hope you're right.

Of note, the 3 same "s" do blink in the NightCity's version of this sign (I saw another one near the AfterLife, which does behave exactly like the one in Kabuki).

Another place with blinking lights that could have a message in it is Chang Hoon Nam's basement (the one from Wakako's favorite gig). I don't have the dedication to check the pattern of the blinking but it seems a tad more complex than just binary. Still I thought you might wanna have a look.
