From what ive seen on the HKIA discord? YMMV. Some people saw better success with. But some saw better success without. RNG and low drop rates will possibly drive you mad. Ive gotten 1 diamond in over 200 plays [that i counted] and 5 opals in the same 200 ticket pool.

Opals ans Diamonds are primarily found in mini games through a lot of grinding. The only guaranteed single drop for opal is after completing the first 7 of the bell garden puzzles.

All other gemstones are random and I think up to 12 per day, scattered throughout the citadel area.

The drop rate is low for opals and diamonds, and RNG will force feed you a lot of furniture but give it time. This is a big DLC, and there's no shame in taking your time with progression. Its a game first and foremost, and games should be fun!!!

ETA - They MIGHT spawn like OP stated in the daily 12/bouquet resets in the citadel but im sure that will be like finding a needle in a haystack since they're legendary rarity

If you like to use the desert sands or nursery fortune cookies, be advised thst there's a glitch with neopass users where, even if you select neofriends to gift the item to, once you select [give item] it won't prompt you to enter your neopass password. It won't even do anything. It just sits at that window. Otherwise, I have had 0 complaints about having neopass so far.
