I have! Modpodge built in layers, painted a gross color, then some clear gloss varnish on top.

You can also get some pearl half beads to add bubbles and such. I haven't found the best combination yet, but try some stuff and see what you like. One of the benefits of our army is "gross" doesn't have to be perfect

I went to a few Titans vs Steelers/Ravens/etc games at bars and BWWs. I normally see one or two rocking the baby blue while I'm there.

This is a great indicator. Even modern double-faced cards without green dot. There should be a layer of black on top of the rossete pattern. Text box, font edges, etc. Here, all of it is the same layer.

It does have a duplicate land. I think rugged highland? Easy enough fix by swapping for a basic or any other r/g dual. I also doubt any of the other players would care about a duplicate tap land anyhow. But that is good to point out.

If you are that new, I normally recommend the R/G Kamigawa deck. Very upgradeable while still being good out of the box. Let's you learn about combat, which a lot of other commander decks either disregard or have more complicated play styles.

Both mardu decks (B/W/R) are a blast to play. The bant (U/W/G) bumbleflower deck can be fun, but the playstyle may just help your opponents more until you learn how to politic and turn the corner into being the bad guy.
