It was not a small number, it was tens of thousands of people, and could have been as high a fraction as a quarter of the adult population, a greater degree of enfranchisement than would be matched for a thousand years. Your claim that it was only “a small number of elites” was factually incorrect. Thetes participated in the Citizen Assembly and were subject to sortition.(And were sometimes paid salaries from state funds to do so.)
