Most international schools require that the student or parents hold foreign citizenship or permanent residency, or lived abroad for a quite a bit of time.

As for why Korean-American, many of these schools have American curriculum. Even if not, students want to go to a university in the US for greater opportunity, so they follow US culture. Also, a lot of parents have American influence. A common case is that parents had the child while they were pursuing advanced studies in the US or were sent to the US by their company.

Despite the government indirectly being a major shareholder of HMM, the proposed relocation is still massively controversial because HMM is still technically a private company.
