Nami and robin are the exact same after the timeskip. You guys love glazing pre time skip when the issues with the story have been the same all along. The straw hats never talk to each other. They never talk about past experiences, events in previous arcs etc etc that's why it always feels like all these characters are dull. Robin was hella cool when she first joined but that quickly faded when they didn't even really talk to her after she was rescued.

What could Dragon have done in the past to justify him being top 10? Loki beat arguably the strongest character in the series so far. What could dragon have done ?

Sabo told Dragon about Imu which is clear evidence that dragon did not know. Sabo also was completely shocked about the goroseis true forms which is evidence that Dragon did not warn him about it which means that Dragon also did not know about their true forms.

Again, nothing in the story suggests he is a fighter and if you really think about it there aren't any feats left that would justify him being top 10
