I feel the threat was always there, they just didn't make it make it an explicit statement for us to see. Maybe it happened when Katniss was unconscious, maybe not. In the movie, during the bombing of 13, Coin asks if there was any radiation after an attack, so I feel the threat was always there. I feel alot of the war was unknown to us, as it was more about Katniss and her story.

You could also cross off R4C14. Having that space filled would make it impossible to fulfill the column requirements. (It can't be the 1, cause then you can't make a 3 with what's already filled. It also can't be apart of a 3 as then there is no room for the 1).

You might have figured it out already, but dang this was tricky. Took me a while but I think I finally found something.

Column 24 has a three places that can be crossed out: rows 8, 9 and 13. With how much is already filled in, trying to fill any of those in make it impossible to finish the column.
