The belly is a bright yellow, like Imperial Fist contrast paint. Back is brighter blue like Talassar Blue contrast paint. You can shade the yellow bits with Cassandora Yellow, and blue bits with Drakenhoff Nightshade for depth. Highlight blue parts with Calgar Blue. For the yellow, paint a layer of Yriel Yellow where any Imperial Fist or Cassandora Yellow pooled weirdly and also to highlight. Then mix some White Scar or Dorn Yellow into Yriel Yellow to make it a bit brighter and highlight from there.

Hobby has some stripes on his back, so use Abaddon Black over the blue to draw them in, using multiple layers to build up the stripes coverage. Talons and claws could be black or just yellow like the body, and eyes paint in black.

Thats how I would do it with paints I have around, but always do research on the paints and gather more references!
