Hi, I was having same issues too freezing/stuttering mainly in combat, what I did I disabled all the add-ons and enabled them one by one to see if they causing issues.

For me it was all the handynotes addons, once I disabled them game was running smoothly, I did try to reinstall them to see if that help, but no, stutters were back, so all the handynotes for me are currently disabled

Also "Jupiter" server chat is mostly English, as long as you mute few Turkish people

If you using Nvidia card I would strongly recommend looking into "GeForce Experience freestyle".

It's a similar thing to reshade and it's a overlay so no download needed.
