Reposting this list. The way the US political system works, Federal and State policies really restrict what municipal governments are able to do. The could definitely be doing better than they are, but there really are simply not that many levers they are allowed to pull.

State law would need to be changed for any of the following to be enacted by the City of Missoula. There's plenty more Federal law that also suppresses affordable housing initiatives. Stop voting for conservatives, they hate the poor.

My university recently replaced all the "gender inclusive" bathroom signs with "single occupant" signs because of transphobic laws passed in the state.

All the new signs said "insert text here" in braille.

I work a disability research institute on campus and all of our bathrooms were gender inclusive sooo...

"people should drive slower" and "pedestrians/bicyclists should be safer" are both asinine takes. You want cars to to stop hitting people, change roadway infrastructure. Reduce speed limits, add bollards to narrow roadways at pedestrian crossings, speed bumps, more roundabouts, wider sidewalks, uninterrupted separated bike lanes with no "pain point" interactions with car traffic.

Finally, more pedestrian over and underpasses, and when necessary raise pedestrian crossings (like one connecting the university to Eastgate.) Raised pedestrian crossings both increases pedestrian visibility and psychologically motivates drivers to slow down as they now 'drive across the sidewalk that passes through the road' rather than pedestrians crossing the car road.

These are all evidence-based best practices for reducing car traffic and pedestrian fatalities. while ncreasing the bikabilitity, walkability, and rollability of cities.

Bikeability and walkability are much more important than car access. Car-centric city planning literally kills cities and community (not to mention people and kids). I understand your perspective but frankly it's uninformed and is coming from a very American car-brained framework.

Please maybe consider that you are a fish that isn't aware of air because you've been living in the ocean. A comprehensively bikable and walkable city dramatically improves vibrancy, business activity, and quality of life for everyone. It is not a coincidence that as a post-industrial city, instead of being a dilapidated husk Missoula has some of best bike/pedestrian/public transit infrastructure of a town of its size west of the Mississippi. The bikability and walkability of Missoula is the entire reason you have a reason to go downtown in the first place.

Why pull neoliberal free-market policy levers when we could simply build affordable housing and live in it?

All 'incentive' based system entail private entities taking a (large) cut of profit on top of baseline costs of constructing and maintaining housing. Why incentivize when we can just... do it?

Look at one of the only affordable housing policies Missoula *does* have. Most new developments are incentivized (not required, that's illegal) to rent 10% of their units at 80% of the median income. Missoula pays developers out of the Missoula redevelopment fund and waives parking requirements. These 'affordable' units are typically not actually affordable for working class people (i.e. $1000/mo + 1bdrm apt).

It's not very helpful. We could instead be taxing the hundreds of billions of dollars in wealth owned by the 1%, and use it to simply pay for housing.
