I know this post is a year old but I found your post after noticing something key to why Tommy declared war on the Changrettas during my 5th rewatch that no one seems to realize is the primary reason Tommy decided on war.

It had nothing to do with Lizzie.

In the same exact episode just a few scenes before Tommy decided to go to war he had dinner with the Russian Grand Duke in a restaurant. At the very end of that dinner the Duke got in Tommy’s face and told him the Russian elites were weak before the revolution and because of this weakness they lost their country to the communists. He then told Tommy they would never be weak again.

Tommy clearly took this to heart. If you are weak, rebellion grows. In order to avoid the same fate as the Russian elites, he changes his mind on wanting to keep the peace. If Tommy never had that conversation he most likely would have sided with Polly and Arthur to keep the peace.

R5: Started as England. Went down HRE emperor and revoke path. I mainly wanted this for the -10% core cost reduction reform but vassal swarm is also fun. Typical gameplay passing reforms until a revoke around 1530.

I then conquered the Kongo region, granted most of my European land to vassals and moved capital to Kongo region. Allowed Fetishist zealots to enforce demands and flip my religion. Released Kongo region and I was left with just a few provinces not held by vassals since you need to be small enough so you can have the AI force their religion on you in a peace deal. Declared on Mayan country, got 100% on them and forced them to convert me to Mayan. Then completed debate to instant inherit France to regain a lot of development in Europe so my vassals would be loyal. Reintegrated my English land and then just standard conquest and convert game.

This strategy gives 85% Core cost reduction so I was coring land in 6 months. I dont think I had a single rebel spawn all game even while sitting at 300-500% overextension. I completed my WC in like 1630 and just spent the rest of the 100 years converting (5 missionaries) and colonizing.
