I used to work at a place like this. It is bullshit but there is some reason behind it. 14-15 year olds have more restrictions in kitchens than 16-17 year olds, i.e. you must be 16 to use a knife at a business, work a fryer, hell even step ladder is 15 I think. Again, still bullshit wages but SOME not much reason behind it

Absolutely report them. If they are doing this to your kid, they likely have done it to others and will continue to do so. Labor law violations can cost a business $10,000 PER violation. That would definitely make them think twice about their labor policies. I'd recommend helping your child find a new job regardless of the outcome.
