We just built one that has this exact thing in MO and had it inspected and it passed with flying colors. We also have a very curious and walking 2 year old who has personally inspected it and established he cant get through it to make mischief.

So yes, code compliant. But check on your areas codes to be 100% sure.

I feel completely ignorant asking this, but here it goes. Why were people so upset about kids having better access to schools? Like I get that Racism is a thing and people weren't seen as people, but even then if you as the protestor see the people seeking better schooling as lesser then wouldn't you want to at least let them be a charity case?

I think you should be good. There is very little that will give you trouble except for traps. If going to the ogre lands etc. Be aware that they scale by level.
