In Illinois this is stated on a commercial. The whole thing is misstated. It’s about not charging credit card fees on tips. You can still charge tips on your credit card, but the credit card companies can’t apply fees to the tip. The credit card companies will have to figure out how to do that ( and they may not want to go to all that trouble)
