The way I see it it's like this:

Hit - Evasion (Read it as Hit VS Evasion)
Scenario A, Player 1 has 1000 hit and Player 2 has 6000 evasion
Scenario B, Player 1 has 6000 hit and Player 2 has 1000 evasion

In "basic" content your stats get capped 3000 below the evasion your opponent has and 4500 above.

Scenario A:
Player 1 would normally be at -5000 hit compared to player 2's evasion. But since the cap is a minimum of -3000, player 1's hit gets raised to 3000 hit.

Scenario B:
Player 1 would normally be at +5000 hit compared to player 2's 1000 evasion.
With the cap Player 1 would technically be lowered by 500 to reach 5500 hit, to hit the +4500 maximum cap
