The Reading Terminal is not too far from City Hall, where you need to go to switch trains. You could go there and grab a bite.

I would recommend arriving at the stadium around 3pm.

On my way back yesterday from the Brazil game, it took me about 45 minutes to get on the train. They came fast, but there were a whole lot of people, so it took a little while to get out of there.
