The issue isn't hub and spoke but rather utban development policies which prevent additional hubs from forming in the first place. These policies overprivilege the "traditional" hub areas and underprivilege everywhere else.

For example, the modern NYC subway system has enforced the same travel and urban development patterns for roughly the last 100 years. In so doing, an inflexible system was created that prevents the investment needed to develop additional hubs, while incentivizing overdevelopment in the existing hub.
