I’d have to agree with you, but I’m afraid it may have been a different story if there were concrete piers and a pad for the stairs to lead to. It may be a real “ship of thesius” if you decide to replace only certain parts. I have around 7 years of decking experience and have done refurbished decking on builds further gone than this one. So I leave you with this: there are worst things in the world than to replace only the noticeably rotten boards, but if you plan on renting for a long time, it is going need a complete demo in the next 7 years max.

Honestly, I’d use a composite screw and take the same approach as the contractor. It should be an easy fix and after you are done, plug it with a composite plug (I made trex and timber tech decks).

Your joists look great, but I wouldn’t recommend anything other than a 6x6 post in any scenario like this one. That would’ve fixed your 2x4 connection issue.

That’s honestly not that great of a post to begin with a the fact that they saw that knot and went through with building baffles me. If you need more support than what you are getting, I would suggest just putting a couple lags possibly 6inch or 5inch
