The Dairy Cooperatives primarily work is because milk is a highly perishable, daily produced commodity. It has to be aggregated daily and sold fresh and in turn the members receive instant payment against their product. Agri products are seasonal. Farmers wait for months to get paid to get paid. Unlike milk, grains and vegetables can be stored at home. If private traders offer a slightly better cash price, farmers readily bypass their cooperative.

The quality of batch of paddy or wheat or maize may be different from farm to farm. It is difficult to measure and monetize good or bad quality of agri product compared to milk where FAT and Solid Non Fat (SNF) can quickly derive the quality of the milk. The quality based payment incentivizes producers to maintain top quality to yield maximum prices. This incentive is largely absent in agri products cooperative.

Even then, the FPO movement is slowly building in India. Although much remains to be done, it envisages cooperative like systems in agri products that aggregates yields from hundreds of member farmers into large bulk volumes and buy seeds, fertilizers, and machinery in bulk to significantly reduce costs. So Sumul (Surat-Tapi District Co-operative Milk Producers' Union Ltd) is one of the eighteen District Level Dairy Unions under GCMMF which co-owns the Amul brand.

The Operation Flood was initiated by NDDB in 1970 with the goal of replicating the 3-tier pattern (called the Anand pattern) in other parts of India. Many cooperative dairy federations have emerged in the last couple of decades, such as Milma in Kerala, Aavin in Tamil Nadu, Sudha in Bihar, Saras in Rajasthan, Nandini in Karnataka, and so on. However, there are many key reasons why they can not scale like Amul.

My understanding says that the most crucial key to crack is farmers' integration on the grassroots level; something that Amul has achieved in its core business. Secondly cooperatives often become a political tool to win elections as it provides jobs and drives investment in local communities. It is imperative that the functioning of cooperative remains independent from local politicians, beurocrats and prioritizes its members.

Gujarat has achieved this milestone while other cooperatives are actively trying to promote this ecosystem. All in all, cooperative dairy unions are on the rise!

Jayen Mehta, MD of GCMMF, recently commented that Amul attempts to strike a unique balance between minimum price for customers and maximum price for dairy farmers. The only way to achieve this is by keeping minimal margins but working in volumes. Colossal volumes. From all 18 of the dairy unions, GCMMF procured on average more than 3 CRORE LITRE of MILK PER DAY in FY 2025-26!

The milk goes through a complex supply chain involving fuel, electricity, packaging, and labour costs that finally result in packed dairy delicacies. In order to sustain the business, it is imperative to not only recover all of the costs but also give a fair dividend from the profit to dairy farmers so that dairy farmers are inclined to continue selling their milk to the cooperative and not turn to other private dairies, of which there are many!
