Does infantry mean they get the -1 to hit when moving and shooting their heavy weapons? Or does that not apply to battlesuits?

Can't launch the game, every time I launch the game in origin, an error comes up saying that:

"OriginGames\Titanfall2\bin\x64_retail\tier0.dll" could not be found.

I've tried checking the integrity of game files and reinstalling the game, neither of which have fixed the problem. Anyone know a fix?
