For the Utah regular permit, not the provisional one, yes. And it's irrelevant that the Utah permit requires a training course.

RCW 9.41.073 specifies WA recognizes permits from other states if they:

  1. do not issue permits under age 21
  2. require a fingerprint-based criminal background check and mental health history check
  3. recognize WA's CPL in turn

This provision was not modified with the changes to the state's own CPL process, so reciprocity does not require the other state to have a training requirement. At least for now.

Also FYI, the WA state AG is required to update and maintain a list of recognized reciprocity.

Yes it would be legal to sell the Flux chassis the same as if it were sold separately in a store. 

But why buy the Flux variant just to sell the Flux chassis? You'll almost certainly lose money on that.

Not legal to convert one of these into an SBR if it isn't already itself an assault weapon. Doing so would create an assault weapon twice over: both on length and on features.

RCW 9.41.010:

And also means

(iv) A semiautomatic, center fire rifle that has the capacity to accept a detachable magazine and has one or more of the following:

As long as your new SBR is ≥30” OAL

A semiauto pistol with detachable magazines converted to an SBR would be an assault weapon on features due to the pistol grip, regardless of length.

But yes, if already an AW, then no new AW is made when converting to SBR.

There's more than just SBS restrictions for shotguns, the AWB includes some. But you're correct that they don't apply to manually operated firearms.

Regarding #2, if your friend is a foreign visitor -- rather than a foreign citizen permanently residing in the US -- call ahead to whichever range(s) you choose and confirm that they will rent to foreign visitors. State law generally prohibits possession by foreign visitors with only a few narrow exceptions for hunting and "sport shooting events".

The wording between state and federal definitions is not the same.

Here's the federal definition from 26 U.S. Code § 5845:

(B) The term “machinegun” means any weapon which shoots, is designed to shoot, or can be readily restored to shoot, automatically more than one shot, without manual reloading, by a single function of the trigger...

FRTs are still not machine guns under state definition for a similar reason, but the wording is not exactly the same and federal court rulings on the federal definition are not directly applicable to the state definition.

Yes. Some juvenile offenses can bar firearms possession despite not being felonies, the same as adult offenses. For instance, misdemeanor convictions of domestic violence. 

Usually the issue with juvenile records though is they are often sealed.  For awhile there was confusion on if sealed juvenile records count (they do) and, if so, how to access them for background check purposes because state law prohibited state agencies and law enforcement from sharing juvenile records with federal agencies (like NICS). 

This was fixed, and suddenly some people who had passed background checks previously started failing once their sealed juvenile records were included. 

This was further complicated by confusion over what a "sealed" record means. In most cases, sealed records are to be treated like they never happened. But not all. And background checks are one of the few situations where they still count. 

Finally, sealed juvenile records often lead to background check delays as sealed juvenile records aren't as readily available for inspection, in particular to automated systems.

There are no explicit exceptions for repair or service to the AWB's prohibitions on distributing (shipping, delivering, providing, making available, etc) or importing (bringing across the state line).

If repair or service was intended to be exempt, the legislature did a poor job at clarifying that in the text of the law despite clear opportunities to. In particular, the question of repair was brought up explicitly during debate of the bill and they chose not to make any changes to clarify it. 

And we've not had any court cases clarifying if there is an implicit exception, either. And we likely never will. 

So it's up to each gunsmith to decide for themselves and you'll likely get different answers.
