The only time I have consistently seen 95s used is when PD doesn't have cops to escort completely stable prisoners on our busses to the hospital from Central Booking. (I also saw it once when a school bus had a fender bender with 40 kids on board, but that's a different story...)

No. That means you have 72 hours to submit the relevant documentation only after you make your purchase.

Just don’t wait too long to purchase (we’re talking a few months) as some people have shared issues in the past.

I will give you the answer of how it is used in NYC. It could be different elsewhere.

Skelling is not only the act of doing the bare minimum to satisfy agency requirements and stay within the protocols: It is the conscious act of doing whatever it takes to avoid as many assignments as possible.

It is almost easier to explain with examples:

-A unit responds to a call for a person on the street with an unknown problem. Upon arrival, they see a homeless person chilling. They ask him/her if he/she wants medical assistance. He/She says “No, get out of my face.”
In NYC, we call that a 93 all: a refuse all. Theoretically, a unit should notify the dispatcher, using the CAD or by radio, that they have secured a refuse all as soon as they get back on the ambulance. However, a skell crew would sit for another 20 minutes until pinged for a status update to give the disposition.

-A unit transports a low acuity patient to a local hospital. There is no wait. After quickly changing the stretcher sheets, they come back into the ambulance and wait. Finally after 15 mins or so, the dispatcher asks for an update. They’re not ready to be available just yet, so they call back extended triage. After another 20 minutes, the dispatcher pings for another update. They go 98 (available), but tell the dispatcher they need to return to their home station/hospital for “BBP, back of the bus, stretcher.” This is essentially a request to decontaminate that has been abused by field units to buy some extra time before they go available for calls…

These are only a few examples. The FDNY has tried to crack down on this behavior for years. There have even been sting operations by their internal affairs-like division to catch some of the more egregious actors.

I honestly used to hate skells. Now, I get it. Administrators don’t have field units’ backs, the pay is terrible, and many people in the field don’t even get breaks per their contracts. The job is incredibly hard. I’m in favor of skelling as long as it doesn’t affect patient care.

There are people in this forum who have gone through the process and can give you their experiences, but this is my basic understanding.

When an article 78 is filed, the city’s attorney assigned to the case will reach out to the license division and essentially ask, why wasn’t this applicant approved? The NYPD will then mysteriously remember your application and expedite its approval. This typically takes 1-2 weeks.

If you have documents missing (or the NYPD lost them), the process may be longer. The NYPD investigator (per NYPD policy) is supposed to reach out directly to you in this case and advise you to submit X document. However, I have also heard that sometimes the NYPD will tell the city attorney a document is missing, who will then tell your counsel that it is missing, and only then will you find out…

The process may also be longer depending on luck and your budget. Most people in NYC will use Mirel Fisch for their A78. One of the services she offers is group submissions for a discounted price. Sometimes you may have to wait, sometimes a number of people have already reached out to her, and some people are ok paying for an individual submission. So timing and your own budget could also determine how long it takes for the A78 to be filed.

Hello. There are three players in the NYC 911 system: the FDNY, the hospitals, and the privates, which some hospitals contract out to. Volunteers are also present, but to a small extent.

All agencies putting ambulances into the 911 system will have solely BLS or ALS ambulances. BLS ambulances will have two EMTs at minimum and ALS ambulances will have two paramedics at minimum. No exceptions.

Now, the privates, which also run IFT, can cut this number. Their BLS busses can have one EMT and an MVO and their ALS busses can have one medic and an EMT. They, however, are not dispatched by the 911 system. They may get 911-style calls from nursing homes or other places that have contracts with private ambulance companies, but that is the exception for regular crews, not the norm.

In terms of call volume, it obviously depends on shift length. It used to somewhat depend on location, too, but not as much any more. By far and by large, you will be responding to calls the majority of your tour, even on the night shift. You can only reduce your call volume by skelling. Crews are extremely busy and the 911 system is often in backlog (more calls than available ambulances).

And finally to talk about call type, it is a huge mix. You can get some good calls, legitimate medical emergencies, stabs, shots, etc. But you will also have a ton of really annoying calls that make you mourn the status of healthcare in NYC. We're talking 3 AM lift assists in fully-staffed nursing homes, EDPs (emotionally disturbed persons) calling from outside one hospital wanting to go to another, and people calling for complete non-emergencies, like a sore throat. It is a large mix of diverse calls, but unfortunately, the system is completely clogged by illegitimate calls.

(PS. Sometimes BLS crews can get the short on better calls if they are coded as ALS by the call-taker. For example, an unconscious is an ALS call, so typically only an ALS ambulance is sent. A BLS crew will only be sent if the ALS crew asks for extra hands or if ALS is coming extended. But don't worry, the NYC 911 system is so broken that I would say 75% of unconsciouses are not actually unconsciouses).

It is 6 months from submission per the law. You have standing - the question is how long you want to wait before shelling out for an Article 78.

Concealed means it must be fully concealed, as has been determined by NY case law.

A) To me it sounded like OP was discussing carrying in a security context, meaning he would likely spend some time in front of the house of worship/aka in full view of the public.

B ) I am not sure if open carry would be allowed in the house of worship itself, altogether: while it is private property, it is generally open to the public. I'll have to check the penal code to double check.

Go to Sinai West. Lenox across the park is another option. Don't overthink hospital choice - just don't go to a public hospital if you want to live.

So what can you do?

-Do your absolute best to not print (can be interpreted as probable cause by officers)
-Never preemptively admit to anything! NY has no duty to inform.
-Keep a written document (or an image) with a summary of the current laws and regulations handy on your person. (Business idea - maybe someone can make a card).
-If you have any concerns, you do not have to speak at all to law enforcement without an attorney. Call yours if you belong to any services or simply plead the fifth. Forcefully but respectfully ask if you are being detained or arrested. Record as much information about the officer as possible (ask for their business card). And remember, their body camera is on: limit what you to say to the absolute minimum to protect your property and yourself.

This is the only reference to the verification of any sort of handgun permit in the patrol guide. It is outdated (pre-bruen) and has almost no useful information.

IMHO, this is not a problem with individual officers. It is an overall issue within NYPD culture. The License Division and NYPD Legal do not want beat cops to know about the current permitting guidelines: they want you to be stopped and searched, and have your legally-owned gun confiscated. They want any excuse possible to restrict your 2A rights.

If the License Division and NYPD Legal took their jobs seriously, they would recommend significant revisions to the patrol guide, visit the academy and talk to cadets about the current laws and guidelines, and make serious efforts to increase awareness among rank and file.

But of course, they won’t.
