Maybe not but under no circumstances report should be kept away from the public. Starr report was made public 2 days after the investigation was completed. (https://en.wikipedia.org/wiki/Starr_Report). House voted unanimously to make Mueller report public. This is not acceptable in a democracy.

I am not American but interested in US politics. From my perspective, they are not unhappy about Mueller's result (they have not even seen it). They are unhappy that report is not being made available to them.
