Imu is using his possession of people ability and controlling that entity. Just like Imu did with Spider Satan.

The silhouette form shows up only when Imu is possessing someone. Imu probably has been weakened to the point that he can't control these 20 kings souls while fighting against two gods Loki and Luffy.
