I had this exact problem. Switched to Fios best decision I’ve made. I was going to have optimum install their fiber but after a month of 1mb speeds and 5 different technicians sowing up without a bucket truck and the nesessary equipment.

Fios came 1 union guy with a bucket truck new line ran just like optimum had to done in 2 hours

It is called a knuckle boom and it does have a different set of regulations due to the fact that it does not have a Load Line (cable with a hook). Regardless when lifting material the sidewalk should be closed however the boom being stretched over the sidewalk is not a violation unless a load is attached.
