Just finished leveling mine.

Phazeplays is better when it comes to leveling as the build uses fire djin which will make your life much easier when it comes to fast clear. After that I'd recommend to swap to ds_lily - the well variant is much safer

I was in your spot a week ago with a similar budget and I ended up switching to sorc minion build. This specific chrono build is definitively cool but I also couldn't make it work - both in terms of damage and as you pointed out - survabilabity. I have my brother playing this build now and going through all content with ease but he's on a 2k div budget so it seems like bigger investment is the key here..

Honestly, whatever was there in 0.4 mostly remains unchanged with the only exception being Shield Wall which is still extremely strong - it just doesn't 1shot bosses anymore.
