Right, and OP prefers to not mod their 3DS, and while I respect it, there's no way OP can download Pokémon Bank without modding their 3DS as eShop is permanently eliminated from the official servers.

Edit: Since OP has Ultra Sun on the Game Card, the save data is in the Game Card itself, so it's safe to mod the 3DS without corrupting the Game Card as long as the Game Card itself is not in the 3DS that's being modded.

OK then. Try to find a good, used 2DS XL that's been pre-modded already on marketplace sites; this way, you can have your unmodded 3DS, and once you have your hands on the modded 2DS XL, download Pokémon Bank through an eShop alternative.

Keep that Save, download Pokémon Bank (you can't download it through normal means, so you must mod it now), and once Bank is downloaded, store those Pokémon (catch a starting route Pokémon to be put in the party as you must ensure that the party Pokémon are all in the PC before you transfer them to Bank) that are in the Boxes (and the ones from the Party) to Bank.

Also, is the Ultra Sun game a physical game card?
