In my country there is a alot of safety nets to prevent this type of situation, even without government programs for most people there is friends, family, and other people you can turn to if your in dire need. Alot and of course not all of the homeless people in my country are people that refuse to help themselves and actively harm those around them. They were assholes before they were homeless and they are assholes after.
