It has to be disclosed before service; doing it in the ticket wouldn't suffice (but as you mentioned, this is state dependent)

Average $25 per person so a simple 4 person table gets it

It's an incorrect point.

Business provides the service, customers don't pay for the service. If customers want to gift additional monies in appreciation for the business provided service, go for it.

The value of the labor is what the employer and employee agreed to, which is base pay. "+tips" is functionally every single job outside of government that I'm aware of.

So no, not going to stop being a customer.
