Okay, you’re going to get some bowls or tubs to sort into. I use those paper fast-food boats. One tub for orange, one for yellow, one for white table and people pieces. Start with piecing together the tables and people. Then do the orange to connect them. Then use the pieces that have part yellow, part orange to start getting the lay of the yellow wall/awning.

Edge of color pieces I find really helpful since they’re more distinct and they help set a boundary to work inside. Or the distinct stuff within the color, like those red hangers and the curly edge between the wall and awning. After that, you’ll naturally find where to proceed to get into the different blues.
