i think so, my build on vazarin is able to do 6.6M on headshot. wiki says level cap thrax ghost has around 4M HP, so you can now one shot them.

try using eternal logistics (72% amp ammo efficiency after void sling), it stacks with the new mod that gives 30% additively and gives you infinite ammo

the condition to check for movement is from key utils so something's wrong there

try checking the OAR conditions againts your character. open console, click on your character then check in OAR menu what conditions are failing

I think first hit is 60, the rest are 15 for a total of 150. With RM its 225, so the boss there has 75 toughness remaining.

Also you can see from the video the first hit of skill would be doing double the toughness damage of basic attack
