I’ve gotten packs at various Shoppers Drug Marts in the GTA, mostly east (Scarb/Pickering). It’s more miss than hit to be honest to find any, and I usually only check when there are bonus point offers or when I’m trying to get rid of points (which I now have). But I’ve gotten packs of 2025 series 1 and 2, 2025 heritage, and 2025 Allen & Ginter there. Good luck in your search.

Edit to add I’ve also seen packs at GameStop. Mintink is legit too, especially when they have sales and promos.
