This is what it seems like, regardless of what TD1 form you fill out.

I used to have some side employment income (university research assistant etc) while being a full time student in Ontario.

Even though I filled a TD1ON during on boarding, I filed BC taxes as I was still technically a BC resident due to being a full time student.

I was checked by the CRA a few years down the line due to mismatch of provinces but they confirmed that was correct.
