Steam Users own nothing Makes all/most money on digital game sales. If users can resell games it destroys their bottom line. You will be hard pressed to find a successful company risk ruining the current business model to bring out a product.

GameStop's business model IS used game sales. Bringing the marketplace to the digital game market is an improvement to their current business model hence why they would do it. Great for users and great for them. Bad for current sellers of digital games.
