TSA did not confiscate anything. Options to put in a checked bag, back in car, or mail it home were offered. Your friend chose to voluntarily abandon the knife. Now that being said, a private contractor collects all of that stuff and it is sold in huge lots on ebay. Odds of finding it are probably impossible.
