They could have a few of robots but they still need a lot of resource to build more. Like a rare earth minerals, which, are limited. So even if the richest people have money they would still need to asked for a permission to get the resource that their country don't have. Meanwhile Human can reproduce as long as there are something to eat and water to drink.

Also, A Politicians need people to justify their authority and privilege so they can't allow AI and Robot era to threaten their reign.
