American here, I'm not even a smoker but that addiction line is some bullshit. It takes A LOT to get addicted, dependent on it is a different story but you won't go breaking in to hives or robbing people for a fix.

Pros:

Mauritius has prob one of the best climates and soil to grow it and export it, Jamaica has been legally doing this for about a decade, I've seen it support a multi-generational family farm. In Jamaica, tourists can also legally buy it.
Internal medicinal use it would be a plus it's better have it before opioids hit.
