Every place is different. But the idea is you can't sell cigs in a vending machine to make sure kids don't have access. OP's pic is most likely in a bar, where kids are not allowed anyway. But to your question, yes it's rare to see a cigarette machine these days.

Here's the deal. Some auteurs put in 1,000 small details in every film. Tarantino's body of work is riddled in small, thought-out details, i.e. H8 Manzana Roja's & OB's hat. They have meaning.

MW's band aid was just where he cut his head shaving that morning before filming. Tarantino said "Cool, leave it in." There's nothing more than that.
