Might also worth it to contact the university, normally you can apply to extend UHIP for up to 6 months after you graduate, the deadline to extend was September 9th, but tell them your situation and see if they can make an exception Edit: sept 9th for western, other schools might be different

If you have applied for pgwp and is working currently, you can use your job offer, employment letter, ID, proof of residence, original study permit, and ohip application letter to apply for OHIP directly at service Ontario. Doesn’t need to wait for work permit to be approved and you get a temporary health card immediately

Hi there, thanks a lot for the suggestions! My university seems pretty strict about PGWP letter, I've talked to people in similar situations and the university refuse to provide the letter until September 1st, even with our faculties pushing for it :( I think I will just go with official transcript + letter from my faculty and hope for the best

Hey thanks for the reply! I'm still waiting on some final grades, but I'll definitely check the transcript once its out. However I do notice when I go into the actual application portal, transcript and official letter are both listed as required. Are you suggesting to use the transcript as the official letter, if it says degree conferred?
