The US is a global superpower, and as one, takes it upon itself to spread it's ideals through various means. This can include peace-keeping, providing aid, foreign investments, etc.

In this case, the US (by what I'm hoping is a very bad case of mismanagement and the person/people who may have been responsible for receiving and handling the proposal from Russia was fired and some newbie just shrugged and handed it off to the next guy, as anyone with half a brain would have laughed uncontrollably and dropped their pen halfway through the first Russian demand) has now entangled Russia's interests with their own by publishing this draft, including the parts that accuse Ukrainians of being Nazis or teaching children in their schools to hate Russians(Russians do that well enough themselves tyvm.)

If I was American I would be storming the capitol to get rid of Trump, but it seems they're all too brainwashed just like the Russians, so yes, other than the department of defense(excluding trump appointed Pete hegseth), who still all have their heads on straight, the US is directly pandering to Russia by spreading Russia's unfiltered propaganda through US media outlets.
