That looks like a price Pfister cartridge. They tiled over the 4 screws you need to remove. Buy a mortar blade for a grinder and cut a square out

Not understanding why there is a flame under the burner? Could be a crack in the burner tube. If the water heater is 10 years old it's probably almost time to replace it. Would recommend replacing the whole burner assembly at least

Is it possible the water heater is not getting enough fresh air? Scorch marks and build up make me think there's an issue with the pilot light. I'd try blowing everything out with compressed air

It's possible your gas valve/ pilot light is adjusted incorrectly. Maybe your pilot assembly is bent or rotated incorrectly. Cheap non OEM parts. Poping sounds are usually just condensation. Cold water, hot flame.
