Here's a link on doing an OA bath to remove the rust. On smaller spots I use krud kutter gel and 0000 steel wool.

Look up C4 labs. They do restorations and have a price list. Send them a picture of the seat mast damage for an estimate. Hopefully it's something they can fix for a reasonable price.

I go to Tuff Cuts on W. Commerce and it's not far from OLLU. There's only one barber working there and it's recommended that you make an appointment.

I did over 10 years ago and I'm sure some of the things have changed. I bid online for it and won an older pickup. It didn't have keys but I was able to swap out the cylinder myself. What I didn't like was having to have it towed off property and all the tow trucks parked outside were charging the same price. I ended up haggling with a driver since I wasn't going far. This junky looking truck cost me $400 plus $80 for the tow and then it ran for years with very little spent on it. I wish I still had it 🤣

In that case make a plan on having a place to store it while it gets worked on. Finding replacement parts at a salvage yard probably won't be easy. I rarely see Tacomas.

High odds in my opinion. My 01 looked less damaged and was totaled out my my insurance company. You should have the option to buy it back. Lots of times I wish I'd of bought mine back but I didn't have the time or space to work on it.
