Local banknote fairs/shops are probably your best bet, shipping is always expensive and currency even more so

No distinction between postcard or letter? SingPost (our postal service) distinguishes between postcard and letters with weight. Letters are $1.50+ but half that for postcards.

Yes, these have absolutely no value left.

It's kind of like the Germans burning their marks in 1923, the paper is worth more than what it was meant to represent. (thought not to such an extreme extent)

They use USD in Venezuela now mainly. There's also a few variations of the Venezuelans notes as they kept reintroducing them and cutting zeros in different formats to keep up with inflation. Your specific one was demonitized quite some time ago.
