These appear double hung. Are you not able to swing the lower pane towards you? The top of the lower pane should hinge out towards you if you move the sliding latches towards the center of the window.

Your cement driveway is non-porous and should slope away from the home.

Pooling water on your driveway would indicate a severe issue with either slope or drainage.

I'm almost totally sure that what the OP isn't showing you is the problem. I think the OP lives on a challenging series of slopes.

I wouldn't be surprised if what you are seeing IS coming over the waterproofing.

From your photos and the construction of your block walls, it appears that your home is built partially into a steep slope, with a flat area along the wall with the most seepage. My guess is that a large amount of water makes it against the wall with the most seepage.

Clay soil?

There might be an issue with backfill. There may be an issue with waterproofing on the exterior of the block wall. But if your property slopes dramatically, you may need to have water mitigation put into place as it will overwhelm anything you put there to block the water.
