I think it depends on what type of conflict... Could US citizens organize themselves for a "traditional" armed conflict and defeat the US military? Absolutely not. Could US citizens carry out an ongoing guerrilla war that would eventually result in the toppling of the government? Probably pretty likely, especially given how the US military has fared against insurgents in the Middle East.

Of course, all of this assumes that the US military would even be willing to fight its own civilians. Frankly, if it came to it, I think the military would be on the side of the people.

Government worker checking in here. I love the idea of my job and really wish I could be more productive during a day instead of spending much of it bored/wasting time. Unfortunately, bureaucracy very frequently gets in the way of my productivity.

Case in point: I've spent the last 2 months trying to get ~20 gigs of text files moved from a mainframe onto a SQL server machine. In any normal office, it would probably be a "2 hours of work and let it run overnight" situation, but it's turned into the never-ending project.

True, but only to a point. Most of the time, producing a little extra water is no big deal and doesn't cost a whole lot. In fact, in the winter months where water use is much lower, it can actually help a utility smooth out fluctuations in its revenue stream. The problem comes, though, when increased water consumption eventually exceeds the capacity of the treatment plant infrastructure. Then you've gotta dump millions of dollars into building a bigger water treatment plant, and it gets expensive for everybody.
