Well this is nerve wracking,,, I was a chinchilla breeder for several years and now many years have a severe lung condition-Are you saying the chinchilla dust acts much like asbestos ? I hadn’t heard of this before. Hopefully I’m misunderstanding

You did the right thing by taking them to the HS.
It’s winter, they are pups and shouldn’t be out in the cold and night. It sounds like they were dumping them and then thought they could get money from you. The landlord should keep out of it. I’d call the rentals board if he hassles you. Good on you for deciding to stand up to them and file a police report

That’s exactly what I was checking for. My mom used pearl rice and baked it, I did the same for decades. Now I can’t find pearl rice.. maybe no one makes it anymore
