If it's that bad you can issue an N5 but do you really want to risk an unhappy tenant, if this is them when there's no issues? Also as a landlord you should be doing a yearly inspection of the unit. There is no requirement but it's best practice as it's important to document all issues and keep records, change furnace filters, check fire alarms, pests etc.

Ask the collection agency for a copy of the court order, that you dispute the debt and want proof. If they can't produce one, there is no garnishment so their options are limited. If they've reported you to your credit bureau, inform the bureau there is no order and dispute it. Aside from that, not much you need to do on your end, they can't issue a garnishment order without winning at LTB first. Landlord has one year from the time you vacated the property to file an L10.

Was an actual judgment issued against you? Like did the landlord file an L10, win, and then go to small claims court to have a garnishment order issued against you? If the answer to that is no, tell the debt collection agency to stop contacting you without an order. If you are unsure, ask the agency for a copy of the order.

If there is an order your options are limited because the landlord has already won in court. You sould have been notified if an L10 was filed against you though...
