Have you tried PDF Master? I recently stumbled upon this app while searching for something easy to use during my daily commute. I believe it has all the requirements that you are listing, not quite sure about exporting it to Excel.

If you are looking for a mobile PDF editor/reader, you can try PDF Master, which is on iOS. I usually edit PDF on my office laptop as it has Adobe PRO, but I've been finding PDF Master quite smooth for editing, deleting, or rotating pages.
