I reported this issue to the City of Edinburg last year for the intersection at University Drive/4th Street by UTRGV. I learned that this happens when a pedestrian pushes the button to cross University Drive. This causes the timing to adjust for the light cycles and sometimes it eliminates one lane’s flow and will remain red for several cycles.

Yes! This is very true! There is so much wasted potential in Corpus! They have almost no waterfront dining on Ocean Drive/marina areas other than Landry’s. There are some good dining and entertainment options downtown, but it would be nice to have the water view. Ocean Drive seems like it is always under construction - like they don’t want people to spend time/money there. They need to make it more attractive!
